Is it legal that I am taxed in District 1, but forced to vote in District 2? Taxation without representation?

I pay taxes on my property in District 1, but I was not allowed to vote for anyone (supervisors) in that district. I was forced to vote in district 2. Now there is a dispute over property lines and each supervisor says its the other's responsibility.
