She said no.....but is still flirting?

Long story short, I really like this girl. We`ve been out 3 times & we always have a great time and afterwards she says we should do it again. Last time out I asked her to be my gf, she said "umm....I`m not looking for a bf right now" I asked her what "not right now" meant and she said "I`m really busy with school and stuff, besides, bfs are generally stupid anyway....but I still love you (like I said...still flirting)". It`s not like she`s a slut, soo she`s not looking for a fwb. What is she saying? Is she playing hard to get? What should I do next? She is still flirting and wanting to go out.
