Can I use EIC this year? My total income will be about $15,000, $5,000 of that is SS retirement.?

My husband has not worked at all in 2009. We plan to file jointly, in our 60's, no children, no other income at all. I really do not understand EIC, so make it simple, I am OLD...LOL!
