Own property in grove city, Pa studies show a need for a 55 plus who do i contact?

I have approx. 50 acres of property in grove city penna. there have been two different surveys done showing a need for a 55 and plus living my property is very visible close to outlet malls, restaurants, and soon wal-mart. property is commercial engineered, ultilities would like to know who to contact that builds these homes.
